You can't impersonate staff members regardless of if they are online or not.

Also please edit in the template, you intentionally don't use it even though you are aware of its existence so don't expect anyone to handle it if you can't even be bothered to use it.

Btw, use the TAB menu and right click on the name and copy the steam ID from there.
