The change you have proposed where admins can punish people simply because they believe that what they are doing is "proof" of cheating is never going to happen.
The reason for this is because as soon as you allow that, people are going to each individually have their own definitions or ideas of what counts as "conclusive" proof. This is why we have the clauses outlined in the current hacking policy, where evidence like that must be voted on by the Lead Team to ensure that as many steps as possible have been taken to ensure that we can conclusively say that it is enough evidence. This isn't a matter of trust, but about personal perception of what counts as "hacking". Even as a Community Owner myself, I can't just punish someone for cheating because I think they are.
