FIXED

-I went into my addons for gmod which are Hl2, DoD, Portal and CSS.

-I removed the Ambient sounds & the music folders from each addon

-I went into scripts for each addon and removed every script that mentioned Soundscape

- Restarted Gmod

- 3 hours later, no sounds!
