Well I don't think they can add a gang member limit, how would they deal with gangs that already have hundreds of members? My best guess is that it's just gang-wide hit protection. Other gang upgrade is probably just more prop protection. Melee and mastersword upgrade would both be stupid so I hope it's something better/more useful

It has a master sword icon which isn’t really used for melee so my guess is it’s related to the jump boost, increased power most likely.
