Drive a red car to the prison and refuel it to reveal the first digit

2- Recreational drug use is well out of order ( 8 )
Use any drug next to the out of order elevator in recreational

3- There are more than 12 traffic lights in Riverden and they're all red. After they go red they go green. (2)

4 - I have a car dealer, but no cars. A prison with no prisoners, and a hospital with no patients. When you see me count to 8 and then let me know you've arrived. (0)
Go to the Power Plant and wave hello

5 - Write a letter and put a stamp on it. Deliver it to everyone at once. (4)
Write a letter /write then put it onto the STAMP name on the memorial. After it turns red, take it to the radio station

6 - Toss a coin in a quiet place and let it all sink in. Count to 10 and then breath once more. It's all coming back to you now isn't it? This is where it all started. The nightmares. Flashes of bright light. (9)

Drop money in the water at the downtown quiet place park. Go to room 101 at the hospital and perform any action.

At the hospital orange light will flash 4 times
What is happening to me? Where am I supposed to go what am I supposed to do. I'd better talk to someone before this gets any worse.

After receiving the flashes of light. Talk to the NPC at the Casino

After getting the NPC advice. Go to the Church and drop money at the cross of hope

IMPORTANT:

I am taking absolutely no credit for figuring out the clues (except the stamp one, that was a cheeky one by me!), for this, Evilstewie put in ALL of the work, I simply sat and assisted where I could by giving my opinion and possible solutions.

The amount of hours he has put into this is an extreme amount of dedication, and I have given him ALL of the rewards, except for the Golden Minigun 2.0 which we had an agreement for since the beginning.

The only reason I am the one who opened the vault and "officially cracked it" is because, he was so extremely burnt out from putting roughly four weeks worth of his free time into solving these clues, that he no longer had the energy to continue with it. I spent a good day in between working to try and get the order for him, but was having no luck and was running out of ideas.

My other option was to call from help from people such as Joshua and Father Watson, I want to credit Father Watson ESPECIALLY for figuring out the final combination and for agreeing to have no official reward other than our payment as gratitude.

I have asked Chute to try and change the thread where possible, hopefully he can follow through and give Evilstewie the credit he deserves. This was an especially hard challenge for the community and I am shocked that it was solved at all...
