My solution to this issue was quite a simple one. Allow the props to do damage as they are now, and if you do not want to be prop killed, just say it. We add prop damage and kills to the logs so we know who damaged/killed you as a prop, and punish them accordingly.
Would allow for people who like to mess around as the props to continue doing so, and would make it so that people who just wish to play the game without having to deal with props can do that, knowing that those that damage/kill them as props will be punished for it (as previously stated, you must make it clear you do not want to be damaged or killed by these people possessing props)
I personally think this is the best way to go about it, as it is without a doubt true that this prop mechanic we have has greatly helped the server in terms of playercount and enjoyment. Every time Ive been in a teamspeak with people, they have really enjoyed messing around with props, as have I. Its an immensely fun feature.
