Server Name: All SSRP servers

Suggestion Title: Don't allow to kill people in non RP zones while they have special items.

How would it benefit the server: less things will be lost while not RPing

Potential Issues/Exploits: N/A

Additional notes: I lost few things while not RPing such as gamma rifle, gauss rifle, gluon and now tactical point, i think this will help alot for this...
