[Deathrun Suggestion] Administrators can fspec sa+

How would it benefit the server:
So, every day when I play. Sa/ha's are on, but then they go AFk. On some maps, it doesnt kill AFK's so we have to wait around 5 minutes to be able to play another round. It'd be good if ONLY Administrators could fspec Super Admins and higher. It'd be good so we could fspec them instead of waiting a long time and make people leave the server.

Potential Issues/Exploits:
Only make Administrators able to Fspec them, nothing else since we aren't supposed to be able to target higger-ups.

Additional notes:
It'd be really useful!
