TOPIC: [TTT] Update to the rules (Three Suggestions)

Suggestion Title: Make KOS shoutouts only valid in text chat

How would it benefit the server: It would help while doing reports and someone's reason on killing someone was because a KOS was put on them. This could be exploited now as it is if the user lies and says it was in voice chat, since there is no way of looking back at it. For chat you have console, for voice I mean you can record while you're playing but I dont have enough harddrive space for it and definitely not enough time to listen through a whole round.

Potential Issues/Exploits: Could be impractical to use very fast, shouting is easier. Lots of newbies will not have read the rules and still follow KOSes in voice.

Suggestion Title: Old F1 Menu, Macro current F1 Menu to F3

How would it benefit the server: The OG F1 menu has a very simplistic explination on how TTT works and it would help all the newbie players who tune into the server and have never played TTT before. This can later lead to less RDM. I know Xnator did a guide but it's outside the game, too hard to find and too much text.

Potential Issues/Exploits: The settings tab in this current F1 menu will turn out useless as we will be granted all the settings in the OG F1 menu.

Suggestion Title: Assure players have read the rules (A popup)

How would it benefit the server: I was thinking of some sort of Popup every time you log into the server. It should say something like "Have you read the rules yet?", if you click "Yes" the tab closes and if you click "No" it opens up a tab to our rule list. This can motivate new players to read the rules before they play.

Potential Issues/Exploits: Not really. I dont think it'd be seen as annoying either, it's just an easy click and it's gone.

Additional notes: It would probably be good if the server rules were simplified in the popup menu and up in your face. I dont think players really notice it otherwise.
