Suggestion Title: Half Holster Player Upgrade

How would it benefit the server: Instead of waiting for the full time to holster or drop your item it halves the time to drop and holster which would benefit people by them not loosing their special weps/items as often.

Potential Issues/Exploits: if it is used too much could make raids more deadly but make defense 2x as strong aswell.

Additional notes:
i think it would be a great upgrade to have, but itsould be one of the most expensive or up their with with Ammo Boost Upgrade and PBU.
