Suggestion Title:Rare store opening time/refresh

How would it benefit the server: I love the idea of the rare store but I cant get on at 7am too take advantage of the items up for sale, maybe if the store refreshed items 3 times a day once in the morning once in the afternoon and once at night this would give everyone the chance to get some decent items 3 items a day isn't really helping a lot of people out, where as this gives a better chance to those in different times zones to get a chance.

Potential Issues/Exploits: Maybe produce too many rare items?

The fact that rare items can be produced too much will mean good items will pretty much drop in price, so maybe twice a day?

I'd like it if it was around 4 hours earlier.

Along Easter I suggested this. It should be a random event, not with a timer, people just sit in there and normally the same group of 10-15 people end up getting it.
If it was random, just imagine someone with only 15-20m entering the server, pressing F4 to check the Rare Shop and see a Minigun 2.0 for 20m. Insta-happiness. Randomly would be dope.

The main thing is the time it opens, even as stated twice a day would be beneficial.
