Suggestion Title:
Less time if the bank raid fails.

How would it benefit the server:
So basically have you ever had that time where you start a bank raid and it fails within the first 2 minutes? Well its happened to me so what i am suggesting is if the bank raid fails the timer to do another bank raid should be lower because lets say a noob raids the bank and gets killed straight away and you want to raid the bank you would have to wait 40+ minutes just to raid it. If the time was lowered to like 15 minutes if someone failed a bank raid it would be better for everyone.

Potential Issues/Exploits: Can't really think of any.

Additional notes:
If a noob starts a bank raid and gets killed straight away and you want to raid the bank you would have to wait less time if the suggestion was implemented.
