Suggestion Title: Report Change

How would it benefit the server:
Currently to report somebody it states :I wish for it to be changed toTaking under consideration if somebody rdm's you either on ttt or ssrp, you have a 15 second clip, who knows what happened the 45 seconds before, or on teamspeak, what you say to somebody prior your evidence could be a reason for somebody to get mad at you since you attacked them first.

Potential Issues/Exploits: N/A

Additional notes: I believe this would apply to all servers taking under consideration certain circumstances such as
SSRP (RDM)
TTT (Also RDM)
Deathrun (Exploiting [To show it wasn't unintentional])
Surf,Bhop (Exploiting [To show it wasn't unintentional])
TS3 (Disrespect, claiming you did not anger the person who then became angry at you and you reported them for it)

It does make more sense this way.

Making it mandatory seems pretty helpful to rule-breakers... Sometimes you just have time to quickly turn on the recorder when you're about to be RDM or witness prop-push. This means you'll have to record all the time... Literally all the guy who's being accused will have to do is say "it doesn't have 1 minute, he asked me to rdm him 30 seconds before".

I think the staff should consider every aspect of the proof and decide if it's enough or not, not fair to make it mandatory.
