This won't be accepted due to balancing issues as well as the fact that if everyone on the server was able to become miner then this would take away from the appeals of VIP.
Also, then why shouldn't every other VIP job be unlocked to everyone.

If you work towards getting enough money for VIP its not too hard:
-Grow Drugs (Good for starting off)
-Print (Make friends and join a huge base for extra protection)
-Trade (Buy cheap and sell for a profit)
-Go on the other two servers (The miner slots aren't consistently full on all 3 servers)
