Server Name: SSRP 1,2&3

Suggestion Title: No more big weapons to everyone except mutant

How would it benefit the server: What is the point of guards? Hobos are now like thiefs that spawn without lockpicks and keypad crackers. Citizens can protecet themselves with big guns,So can shop owner,Hobos etc. Guards have no point now only to raid with a friend or someone.

Potential Issues/Exploits: None at all

Additional notes: Will take time to get used to again
