Yes, it is more likely that younger people will abuse, but if they get staff and abuse they can be demoted, and if they cannot prove before getting staff that they are mature enough, then obviously they will be denied.
All of this is understandable, the only part I want to point out is this;
People can lie about their age
If caught lying about their age, and it's very easy to catch that stuff out, they should be punished swiftly.
How do you propose they will catch people lying about their age? Age is something that you cannot
legally prove unless you know someone
Most liars aren't smart. They would have signed up to Steam with their actual age or something similar, all you need to then is do some social engineering to find simple things,
Legally How they type,
What games they play, (a lot of free to play games and like no paid games)
And (obviously) What they sound like if they have a mic
