Suggestion Title: New Forum Levels

How would it benefit the server: Have a larger ladder to climb, encourage people to be more active on the forums and an appeasing touch to forum variety.

Potential Issues/Exploits: May encourage "shitposting", but that shouldn't be the primary concern for declining this suggestion as shitposting occurs naturally.

Additional notes: If anyone would like to chip in with their design for the new Zarp forum levels, that is quite appreciated. I'll too try to think of something but school and drawing takes most of my time. This idea was originally proposed by Jokerman and Codeah and I am merely rebooting it.
