Suggestion Title: Refunding for rulebreak

How would it benefit the server: more people will stay instead of quitting after losing a expensive item to a rulebreaker

Potential Issues/Exploits: cant see any

Additional notes:
Too many people loose shit because of rulebreakers refunds should only be done through owners and it wouldnt ruin our experience

Too easy to fake it I am sorry it wouldn't work out

Although I've always liked the idea, a lot of issues would occur with this for example faking evidence, etc, I don't think this would be feasible.

Like they don't have enough to deal with.

Here's why it wouldn't work:

Jeff is basing with a GCP and he want to leave. His friend Nathan raids him as a citizen so that he can refunded his GCP.

This can be easily abused, it has been suggested before and will always be denied.
