Suggestion Title:
Add "Vault Raid Active" log to the f1 logs.

How would it benefit the server:
I've encountered a situation where Player A (Gangster) who was in the vault reported Player B (SWAT) for breaking NLR, Player A claimed the vault raid was not active and Player B claimed it was, of course without any proof or logs I couldn't do much. Adding this feature will help solve senarios like this.

Potential Issues/Exploits:
None.
