Of course it has an effect, you're making no valid arguments as to why this is should be removed. That rule is in place following a large amount of people running around as cops shooting anyone that was wanted or anyone that did anything that broke the law regardless of what it was. Cops cannot ignore criminals, the rule means that cops can only shoot people if they're resisting arrest or if they're engaging in combat of some sort.
I'm not sure what you think this rule means but it has no relevance to your warning at all. The rule that relates to your warning is this one;
2.10 Self Defence - You can only defend yourself against cops who are actively trying to arrest or attack you whilst you're wanted.
As for why that rule is there it's there because of people thinking it acceptable to shoot any cop if they're wanted causing situations where a cop would get sniped by someone saying "I was wanted". Still if what you're saying was true and the person you killed was chasing trying to arrest you the kill was fine. If he wasn't you should've roleplayed it with /me in order to get him to leave or abide to your commands.
Seems like the issue is with how you think these rules work not the rules themselves.
