Let's say that we have a thief basing and printing with a GPP, it's fully upgraded. He has screenshots of it, and is recording everything. He's been printing for a couple of hours, made himself say 15 mil. However, he realises that he has something on and has to go out, so he asks one of his friends to come online. He gives his friend a gun, goes into his house and starts recording. He then asks his friend to come raid him as a citizen, the citizen breaks in, kills him, and while the thief is dead he can see the citizen destroy his printer. The citizen then runs off.
The thief takes this recorded proof off to the forums, makes the formal refund form, shows the rulebreak, what he lost, his steam ID, etc.
From what could be seen on the recording, a civ raided and destroyed his GPP, open and shut, he should be refunded his 25 mil. However, this means that the guy has found a way to 'store' his GPP, in the form of cash reimbursement. Something like this is way too easily abusable.
