Suggestion Title: Energy

Inspiration
Let's start off with where this idea came from. It's nothing to hide or frown upon, we've seen a lot of complaints and concerns about the way the game currently works. At the moment, people would rather sit and mine all day with the highest risk being "Getting killed while i'm AFK" in the mines for hours on end, sometimes netting over 800,000 gems a session than base and roleplay. Basing is almost non existent, we continue to see only stationed and older players contributing now a days. My hopes with this suggestion is that we can apply a balance, new and older players will be able to base more confidently knowing that they wont be blown up in less than 10 minutes after putting their base down, as well as fix the current mining system, to fix AFK Mining.
Energy
The system I'm proposing will be a new way players interact and contribute to the server, and hopefully balance the common issues we see day to day currently. With the new system implemented, there will be three ways I've come up two two ways we can balance or fix the issues I've stated above, and you the community have stated. You'll have a set amount of Energy, and your energy will be depleted when you successfully mine a rock, or use explosive weapons, lockpicks, keypad crackers, etc.
Mining
Currently Mining is the best way to make money, and there's no doubting it. With High Reward, little risk, it's no doubt why players are leaving their bases for hours on end and focusing it all on mining. My proposition is every few times you successfully mine a rock (Stone, Gold, Ruby, etc.) you will lose a Energy point. This will lessen the amount of gems in the economy, and hopefully turn players away from mining rubies as their main income source. With this, players will no longer be able to afk hours on end, they'll need to strategize the way they use this new resource.
Raiding
Obviously, the second largest factor of why most of the playerbase are turning away from Basing now a days are the weapons and how little a chance they have against some of the raiders. With my suggestion, you'll lose energy when you raid with explosive weapons, use a lockpick or keypad cracker to open a car door, fading door, or regular door, etc. With this, players will be able to prioritize who they're going to raid and when. Higher end players will most likely use their energy on raiding the bigger bases whilst the newer to intermediate players will be raiding and strategizing who to raid, leveling the playing field.
The Players
It's no doubt these are the biggest issues currently facing the server, we need to balance out how players play the game and put an end to the high reward low risk afk mining, and lack of bases due to this and raiding. Your voices have been heard, I've been contemplating posting this suggestion but I feel it's time and i'd love some feedback from you all. Let's work together, if you have ideas feel free to post them on this thread, at the end of the day we're the ones that need to suggest things and work alongside one another to improve the experience of the server and community.
How will we regain Energy?
The best way I can think of to make this fair to every player is to have a regeneration of energy over time, so a point or so every 'x' minutes.
