I can see where you are coming from, but when you are in your car it uses fuel, so just get out of your car when you don't want to use fuel. The way fix to your issue is get out the car and It wont use fuel you can then go AFK, when you get back jump in your car and drive away! First of all I like this idea a lot but still captin if you think about it you're car would not last for a 10-20Min without begin stolen so if you could AFK in the car that would be great but it would still ruin some roleplay since every player just stays in their car all the time AFK then it isn't possible to steal it you know where I'm going?

But they should make it so you can turn them on and off its just cool in general.

Well i don't see the problem if somebody steals ur car while ur afk anyways? There is no reason to ruin it for others... if you loose ur car when ur afk, so what? when you come back just go straight to the car dealer and get it back?
