There are a range of things that make you a good candidate. It could be that you go above and beyond to help new staff members and users or you could be really good a communicating your issues, concerns & ideas. The list is endless. Thats not a problem. This change in my opinion is gonna be extremely beneficial for people. As it gives people the opportunity to present themselves to the lead team. If the lead team think this is gonna be too much work then they need to reevaluate their position as the workload this adds is so small and lead team members should be willing to put in the work to give people a fair opportunity to become a lead team member.

Why would this be the case. The lead team still gets to decide who's gonna be in the lead team but people have a better and fairer chance to present themselves.
