I believe this is a problem between you and the Steam Servers,

1.Open up your settings





2. Go to the download tab and change the Download Region (Try to change it to something local)

Its not the internet that is the problem it is the disk that does not wanna download more than 100 kb/s

Update A man named king from Microsoft helped me. He saved my life XD
But for some reason they disabled my antivirus and got me in to windows defender :/
