Get a debit card from a bank in you're country, dunno if you can do that though

You have 3 options to buy it, You can pay with Paypal but as you said it's closed in your country. Next option is Debit Card/Credit Card to buy it and it'll still work the same. Next option is Ingame cash, You could buy boosters for ingame money.
