You're VIP and inactivated booster packs can only be transfered. All of your items have to be transfered manually. If you need this to be done faster you can add EMP, Chute or RedPowder on steam ik sure they'll be glad to help. If not just wait for one of their responses here. Your VIP and boosterpacks are on your forum account, and forum account is linked to your steam account. So you can switch all vip features and boosterpacks by changing the steam account.
