If you right click on the task bar down at the bottom of the menu there is an option to lock the taskbar uncheck that and you can move the taskbar where ever you want. If you want it to auto hide you’ll have to go into the taskbar settings (also in that menu) and then enable the Automatically hide the taskbar in desktop mode.
If you have windows 10 this is a bug that happens from time to time. Close everything that is running other than gmod until it works. For me the applications that cause this tend to be Origin, Discord, Teamspeak & Skype.
All of these methods are shit, just pin to taskbar or unpin and it should fix it
Or you set your task bar to auto hide and enjoy never having the problem again.
but autohide bugs out sometimes and its really shit when you try to do certain stuff and you have to pin to taskbar once in like 4 months
The only issue I’ve noticed is that discord and some other messages apps will hold focus of the taskbar untill you look at them. The icons sometimes wont show as orange and then you have to go through figuring out what tab wants you to look at it.

Apps such as discord can be closed but they will still continue running in the background which wont affect your taskbar
