If I'm a detective(or innocent with a dna scanner), and I find an innocent body with DNA on it and scan it. When I then find the person that killed this innocent, and I ask him, "Why did you kill this person?" And they don't answer, I know they can hear me, they just don't answer. Am I then supposed to just forget it, or am I allowed to kill this person?

If a DNA leads to the killer you can just straight up kill him.

There's no real rule about interrogating the UIQ (User In Question) about it.

If the body that you scan is innocent find the person tell them to stay still until the next scan happens and if it pings them you can KOS them, if they move when you tell them to stay still you have the right to KOS, just make it clear that you said don't move or KOS.

That's not really how it works and actually breaks another rule that states that you have to give warnings via the type chat medium. Cranky's explanation explains it properly though.

Heh first off I did reply to you, I said I killed an innocent but also two t's and told you to id azur{ the t I had just killed near him} this would ensure I was fully proven and ofc he coulda just killed me on sight but he chose to try to force me to test when he was an innocent, he then said test now or i'm going to kill you, keep in mind this is illegal and I was on very low health and I knew for certain I was proven lol, I did keep going back to him about just getting dna off the t I had just killed but he chose to ignore this anyways he had the right to kos me but he didn't and instead tried to kos me for not getting tested which gave me the right to kill him.
