Right off the bat, this is just my opinion and perspective, posting this to be given a logical answer by staff. Need to mention that I don't know how much free room staff have at punishing.

So, I've seen Mass RDM/RDAers and co get warned, often only verbally.
Real scenario I've seen: Guy kills 5 people at spawn and gets verbally warned, he didn't get to explain, nor was told to read the rules.

Yesterday a "new player" had mugged me twice as a Black Market Dealer, disrespected, and raided a base i guarded for while it had a building sign, and RDM'ed another 1-2 people in there.(still as BMD).
The Mod who answered my F1 tped to him for 10s, came back and told me that it's dealt and fine "because he is new".
It is mind blowing how a person who is too lazy to read the rules (yes, most newcomers dont), nor even the first line of his Job description gets away with a warn although he could have found out that it's not allowed by just using his brain aswell.

The purpose of a regular punishment is to force the player to read the rules and obey in order not to get banned. But this only works when the player is willing to RP.
Thus the purpose of a permanent ban is to get rid of people who aren't even intending to roleplay. So those who get banned for a while and do want to RP come back (given the server is worth it), those who don't rejoin wouldn't benefit the RP anyway.

Which leads me to the question: Why don't Hackers, Mass RDMers and co who are NITRP get (appropiate to the amount of rulebreaks and factors like respect) permbanned, or anything in a longer time range?

There's this thing we call the "Staff Ethos". Basically, the ethos is a guideline that we as staff have to follow. Say you mass RDM spawn, you'll get warned. Say you do it again in a short space of time, you'll get banned for a few days/a week (depending on the staff member that punishes you).

However, the Ethos also tells us that we should never use severe commands on new users. Even warning someone for RDM when they've only been on the server for a short while is disincentivized by the Ethos.

Of course, that might seem unfair. After all, someone just broke a rule but is able to come clean just because they joined recently and couldn't bother to read the rules. I understand that statement but don't agree with it.

You see, what is the purpose of punishing someone when they break a rule? Of course it is mostly so that we as staff can keep up with all of the rulebreakers and can punish them easier when needed. However, it is also to notify the user that they have broken a rule and do not appreciate that fact.

And that brings the next question: is it really necessary to punish someone when they're new and have broken a rule?

In my opinion not. If you, as staff, make it clear to them that there are rules that they should read and follow, then you have already reached the purpose of notifying them of their rulebreaks. If you tell them properly that they will get warned if they break another rule, why warn them? They are new and you should hardly expect them to know the rules immediately.

Besides that, banning someone for Mass RDM when they've never broken a rule before is stupid to begin with, and once again against the Staff Ethos.

That is only how I look at things, but like I said I do understand why you feel like we should be harsher against users. I just don't agree with it.

+ i agree partially, but whats the point in a warning system when people use verbal warns half the time? The only answer for me is, to make a difference for example, between an unintentional (maybe crossfire) RDM and someone who fails to think. (mugging as BMD). Given hes new and hasn't broken other rules yet ofc.

And whats the point in giving people who aren't intending to RP anyway new and new chances all the time?

EMP is actually working on a "verbal" warning system, so that you as staff can check whether someone was verbally warned before. This was ~4 months ago though, so I don't know whether it will come anytime soon.
