99% sure it's against the rules since this is technically robbing the vault, you get a prize from killing them, not taking the items from the robbed vault for personal use.

Technically he raided the bank and claimed the prizes for himself. Not really giving the government the cases back, he opened them and got stuff for personal use.

This is, at least, corruption.
A guy robs a bank, the cop takes the loot instead of taking him out first? That's just greed.
