What did the Staff Member(s) do?: he was lil bit racist / disrespect (im from belgium so my english isnt the best) And he dont come when i yell in ooc or make an f1 and then i say he bad then he warn me i think if ur staff u should respond to f1's / someone yelling in ooc

I am more than certain that you initiated this and thus he responded in a more polite way than may others would have; you are one of those people who try and flip everything on its side to make it seem as if you are in the right. This I know from personal experience with you earlier today.
Add some evidence of the entire altercation otherwise... dont even bother with this.

Ive gone over the report itself again and indeed what Stefan did here was unacceptable But you yourself should also be ashamed of your words. Try to keep your own mouth clean to.
