why are /me's during lockdown required?

it's not mentioned in the rules, yet it's apparently FearRP? and honestly that makes no sense to me because it's not to do with fear in the slightest? and apparently Captin said this, so why is it not mentioned, considering FearRP is to do with gunpoint?
don't you think something that is as unclear and unfollowed as that needs some sort of mention in the rules? it's a bit silly to just not mention it in the rules but still enforce it under a completely irrelevant rule to the situation.

Sorry buddy, you need to use a /me for lockdowns because we have children who are unable to locate the minuscule bar at the top of one's screen stating that there is a lockdown.

You must use /me to conduct FearRP. For example: '/me handcuffs [name]' or '/me locks vehicle door' to prevent escape.
It's not really fair if cops could just mass arrest people for just being on the roads.
When there is a lockdown it means that something criminal is going on, on the streets
and they have to get everyone inside, and not just arrest inocent people.
