There aren't even that many players on russian servers though. I could be wrong but I've recently looked at all the servers and there was 2 big russian servers(1 community) that is always full and all the other ones were kinda dead. I guess we can take a look tomorrow mid-day since i cant really sort gametracker by gamemode. We also can't ignore the fact zarp does manage to get players except it doesn't keep them.
There's quite a few popular Russian servers (based on GameTracker data) however those servers often use bot accounts (which aren't actual bots or they'd get blacklisted, they purchase gmod a bunch of times and basically have a server with 70-80 alternate accounts to make it allowed).
If you filter GameTracker by region though, you can see that there's loads of popular US-based gmod servers:

Compared with the UK, where ZARP appears (both Prophunt and SSRP) on the second page in the region - there's far fewer populate gmod servers in the UK, however that is presumably down to the US just having a larger population overall:
