I feel like elevator bases are pretty balanced:

4.11 Elevators - Explosive weapons are not allowed to be shot up or down the elevator shaft, this includes grenades, YOU CAN NOT use the force field next to/inside the elevator. You may not build or have illegal/raidable entities in the elevator shafts on any server. You are not allowed to have any illegal/raidable entities in areas accessible by elevator only.

The only change would be removing this part of the rule:

You are not allowed to have any illegal/raidable entities in areas accessible by elevator only.
