Suggestion Title: ToU Modification

How would it benefit the server: Would make Global Moderator's and Section Moderator's jobs slightly easier, and less of a hassle for users.

Potential Issues/Exploits: Can't think of any

Additional notes: Currently this specific part of the ToU reads: "No unlawful or objectionable content: unlawful, harassing, defamatory, abusive, threatening, harmful, obscene, profane, discussion about users who have a terms of service violation ban". Forum staff currently interpret this as far as you cannot even put a banned user's name in a post, which is a little excessive in some situations (thank you posts, passive mention, etc.) in my opinion. I think this part of the ToU should be slightly modified to something more simple yet still broad enough for staff to take action on a range of posts: discussion about terms of service violation bans. By removing "users who have" this gives a little leeway for users to still include people's names in a post, but still cannot discuss any specifics about their bans, why they were punished, etc. Again, I think this change will make forum staff's jobs a little easier so they no longer have to scour posts for someone's name, and make user's posts less restricted.
