Suggestion Title: Make the SVU great again (Allow the SVU to deal more damage)

How would it benefit the server: The SVU is a classic weapon everyone misses using quite simply, the nerf it had received in 2016 has immensely decreased the use of it making it a less viable secondary weapon when you have run out of ammo in a PSG-1 which is a change the Community did not like and wanted reverting ever since. The SVU should be nerfed back how to it was before when the recoil and the spread were very little so your shots actually hit the player and the damage should deal the same as a PSG-1, I wouldn't see any balance issue in this as they are very easy to obtain for all players.

Potential Issues/Exploits: None as far as I am aware, testing can be done to see if there are any issues with this.

Additional notes: Please do consider this. SSRP Players such as myself really liked the weapon and it would be great to see it have a boost of damage it can deal. I find it annoying that PSG's is the only weapon commonly used for sniper rifle combat when we could have a mixture of weapons fighting against each other.

We have had 152 Yes votes before the polls were accidentally reset, it has clearly shown that we want this weapon back to when it had it's prime.

Please let me know if you have any further suggestions to this one so I can possibly add it into the post. I do hope we can all support this and hopefully get the message across that we want this weapon back to how it was before it was nerfed.
