But why not just make an item that can repair the pickaxe to full durability.

This wouldn't "Better" the economy, It's literally only ONE million to get a diamond pickaxe or if you wanna go the cheap but still good route if you have maxed mining you can use VIP pickaxe or Pickaxe level 1 which is still very good, this wouldn't make people base/help the economy at all, This would mainly be an annoyance for miners and tbh if this got implemented I wouldn't be surprised if someone like myself or someone else released an auto clicker that bypasses this.

We could get an rdm manager which records the last 10-20 seconds or so of the kill and what happened which will help miners and people that can't record on their PC's. I have seen it before on other servers in videos on youtube. It could be a way of stopping RDM and would make the rule RDM impossible to break as it will help staff find out exactly what happened. I'm sure EMP, Chute or RedPowder could look into a program that could record everything that happens 24/7 then deletes it after a day to refresh it. If not then we will have to carry on doing sits and not being able to help as much.
