The two gags can be ignored - Chander's is just an obvious troll (if he's reading this: don't punish people randomly. I'l approach you directly about that soon) and the other one doesn't have a reason. I have never seen them use a mic, either.

EDIT: By the way, all forms of punishments can be appealed. Warns, gags and even demotions can be appealed if you make a post on the forums.
