In this picture he clearly shows that he's not aware of the rule.

The rule : There should always be an attempt to arrest a suspect unless; the suspect is resisting arrest or engaging in combat. : The guy had a gun out, he wasn't actively helping us defend the bank whatsoever, therefore he had no reason to be KOS'ed. There was no arrest attempt at all, it was a insta headshot, from Scopez who came directly from spawn.

Clear evidence.

He was in a public area, also you can't kill wanted people you need to try to arrest unless they're avoiding arrest or engaged in combat, which he wasn't so this is RDM.

Police/SAS/S.W.A.T/S.W.A.T Sniper/S.W.A.T Leader - These jobs are here only to keep the streets free of crime, this means you cannot be corrupt. There should always be an attempt to arrest a suspect unless; the suspect is resisting arrest or engaging in combat.

Alright i made a small mistake here. So Pro said that he knew Somalian was raiding with them and got in combat with you guys and died. REMEMBER that he didn't had NLR since it was a active raid so he still knew that Somalian raided with them and so he had the right to instant KOS him. He didn't need to try to arrest first so killing him instantly was allowed here.
