He was AFK when he got killed it looks like, so he may not have thought about it.

Maybe he was doing something at the same time as he was walking around, it looks like it.

About that bank raid part, once an active bank raid is started it is clearly shown in chat.
The fact that he came back to the bank district 20-ish seconds later and didn't even try to go back to the vault shows this wasn't the case

That's if the vault is currently being raided via the F4 -> Actions -> Vault Status.

This was New Life Rule, when was this recorded by the way? Because there was a change log that fixed the cops not seeing NLR in vault when they die but it was fixed in the last change log like 2 days ago. I'm not sure but it looked like BK Was AFK when he was killed, and if this was recorded before the bug was fixed it would explain this, or maybe he just did break NLR.

Bk shouldn't be demoted for this he is a good admin, most likely was a mistake.

I PMed him about the situation, he either ignored me or he didn't see the message. I still don't see why would he do it, unless he didn't see the big timer on his screen. If it was indeed on purpose, he should at least be spoken to.

Not really any clear evidence.. The police could of adverted there was a raid and for all police to get to the bank and if he died before they said that and say that it is ok due to the fact that it would of been said before the nlr timer would off started. (cannot see chat so can't confirm if it says)
