Ye like Rflex said you were like speaking in Turkish in the chat but I can't see any reason why you should get muted for that but maybe the words are insulting or disrespectful.But it's little harsh of him muting you for 10Min. The Flash has been spoken to about having to take people into a sit before giving them a punishment. He also stated you were saying bad stuff in OOC in the Turkish language, therefore the mute will stay.
