Hes raiding it and since he's a gangster it means he doesn't 'own' the pd therefor you can raid it.
Eg. Someones in warehouse district as a district base and your raiding it your not gonna not kill a person driving in if your raiding it. You are allowed to kos all as your raiding it.

However if he was a cop he wouldn't be allowed to kill you since they 'own' the pd therefor they cant raid it.

Fred, as this is the lobby with an NPC regardless if he's "raiding" or not, he cannot kill in the lobby as it's restricting access to said NPC.

I'll speak to MsMs about it, not a big deal.

After looking over this report I see that Msms did rdm. In the rules it states that you can’t kill people who are only accessing the npc.

I will speak to Msms when I can.
