players without powers cant demote people..

Players have to call an admin for a demotion by /demote in chat

I mean it's relatively clear. Same as with lockdowns, if the command the higher-up is giving you is breaking a rule then you should not follow it. If you do, you - but especially the one that gave the order - is to blame and will be punished. However if you refuse to adhere to the higher-up's direct order (that does not break any other rule) then you will be punished. It's not against the rules. SSRP stands for Semi Serious Role Play. Basically, NOT serious. That means that FailRP isn't a rule

The rules do state that you should obey the S.W.A.T Leader in this case, but perhaps next time you could better co-ordinate your defence of the PD with the rest of the team and I'm certain there wouldn't be an issue.
