Silent Hill is great for atmosphere in terms of the movies (the early games are even better at it), but as a horror buff, there are quite a few horror films I take a special interest in.
I recently saw Don't Breathe, and while not phenomenally frightening - it made me think a lot about what it takes to make a good horror antagonist, it was actually pretty chilling seeing what lengths a blind man would go to to protect what's his.
The Descent and Creep are examples of films that aren't hugely known, but still hold quite the impact as decent horror films.
The thing is, it's difficult to make a genuinely terrifying horror film because atmosphere, intensity, and "thrill" are things that need to be taken into account to accomplish getting a decent scare factor. Films like SAW, Hostel, and The Devil's Rejects aren't horror - they're basically just gore-porn. They have a kind of thrill, and while the deaths can be chilling, they're not scary.
Films like Paranormal Activity, REC, and the Blair Witch project are interesting because while they're technically horror, they rely very heavily on the atmosphere and intensity, which in turn provides the thrill - which is great! But then it can be very easily ruined by cheap jump scares, tired clichés, and bad acting. The latter is an issue with found footage because there's a pressure put on actors to really ham it up for the camera in these types of movies to sell the whole "real person" vibe. Arguably, REC was considered one of the scariest movies made because it achieved a natural blend of intensity, thrill and atmosphere to build into a fright-fest.
There're loads more movies; including lots of indie horror that could be included. But I think the reason I wrote this much is because I can't really tell you my favourite, as there are so many to really enjoy. Silent Hill is still very close to my heart to this day, though.

Not a big fan of a lot of modern horror tropes but most things under James Wan's direction tends to be pretty good. As for older horror movies Alien, The Shining and The Exorcist are all good. Another movie that is pretty good is The Babadook.

This Cannibal film is banned in over 50 countries.... and it's REAL!?
The film Cannibal Holocaust is one of the most gruesome and vile films out there. The film incorporates arson, murder, rape, and cannibalism. The plot consists of a documentary crew who went out to film native/indigenous people and never returned. Two months after a search crew was sent to find them, and only managed to find their film canisters.
