Would I make a cfg file for that as it would be bind "key" "_inven use "Defib" 1" so it would use double " which would not work. so what would I place into the cfg file?

You don't need to nest quotes unless the item name has a space in it. The issue causing this is that console splits the input into arguments where spaces are placed. This means that if there is a space you need to put quotes around it. The CFG thing is simply a workaround for the issue with nesting quotes.
