That's inaccurate. I did some testing today it's way more than 20%.
Here's my testing results:
This screenshot is from the logs of a round where the detective shot a traitor who was using Juggernog. The sniper did 6 damage from a close-quarter encounter.
This screenshot is from when I attacked an innocent from a similar distance with the sniper and it did 55 damage.
Roughly speaking, 20% of 55 is 11, so that means the sniper should do 44 damage at that distance. When instead, Juggernog has a roughly 90% damage decrease. 6/55 = 0.109 * 100 = 10.9%, therefore Juggernog causes a 89.1% damage reduction.
