TOPIC: Simply rule question

Say you in a the clinic area in server 2 you have stuff in there can any class raid and kill you for it since it is in the open but you guys have a loophole so would that mean its still a classified raid. Say if that was reported but admin couldn't do any thing after the sit you find that they lied to the admin in chat could they be banned still for rdm(this was excused because they quote felt threated but Idk if that's a legit excuse), raiding as drug, and lying. Just wondering if not oh well if so ty Id rather not waste time on the ban forums for me to find out.
