Uhhh what i believe is happening is that weapons cannot contain spaces in gmod, and they just keep the zarp names same as the weapon name. Although I agree I would also separate the suits with underscores

(definitely not something u'd wanna change at this point though)

Item identifiers are just a lower case version of the item display name (done automatically), hence why they have to be different, however you're correct with the reason for the underscores in the weapon names.

The Golden Blueprint Case is there to make sure the wheel is balanced whilst also not being useless. As it is possible to gain through ingame actions, and due to past complaints regarding wheels where tokens can be gained via Booster Packs being too OP, adding a less expensive item to the wheel with very low odds of being won achieves this balancing.

Who would complain about getting extra value for money

Usually the people who aren't able to / don't want to buy booster packs, which is fair enough, they shouldn't be immediately put at a guaranteed huge disadvantage just through not spending money, whilst those who spend money should also be getting rewards for supporting ZARP - there's a middle ground that we need to try to achieve
