Does this mean shit like if the mayor puts in a broadcast "first person to disarm the nuke gets 10m" . Does that make it not a scam anymore?

After finally getting an acceptable response from a Super Administrator, I can confirm that what you state would no longer count as scamming.

Damn, Red said he'd make sure the scamming rule would be changed yesterday and the first thing he does is make sure it's changed lol.
